Creation of Rosters

As part of its strategy to process complaints and complete disciplinary hearings in a timely and efficient manner, the College enacted changes to its by-laws that allow for a roster of qualified individuals to serve on panels of the Complaints, Discipline and Fitness to Practise Committees. This will allow the College to schedule more frequent meetings and a greater number of hearings.

Responding to Themes in Reporting

The College identified several themes in the reporting of concerns about the conduct of RECEs and developed practice resources to provide RECEs with guidance about the Code of Ethics and Standards of Practice and the College’s expectations. Approximately 75 per cent of the concerns reported fall into the categories below.

Inappropriate behavior guidance

This type of misconduct is typically seen when an RECE responds to a child’s challenging behaviour in an inappropriate way.

Practice support for members: The College published the Practice Guideline on Supporting Positive Interactions with Children.

Unprofessionalism

Issues of unprofessional conduct by RECEs include failure to comply with confidentiality requirements and inappropriate interactions with parents or colleagues.

Practice support for members: The College developed the Practice Guideline on Professionalism in this fiscal year. It has since been published. 

Insufficient Supervision

Insufficient supervision occurs most frequently during transitions from one area or activity to another and in many cases is caused by a lack of communication between staff members.

Practice support for members: As part of the #StandardsMatter campaign , the College published a resource called “Supporting Children’s Safety through Professional Supervision”.

Unregulated Persons

The Early Childhood Educators Act, 2007, prohibits anyone from presenting themselves as being College members when they are not. The College is committed to preserving the integrity of the protected titles “registered early childhood educator” (RECE), “early childhood educator” (ECE) and their French equivalents, by taking legal action against persons who falsely represent themselves.

To keep the public up-to-date on its efforts, the College provides an unregulated persons list on its website. The public is encouraged to share information with the College regarding any person falsely presenting themselves as an RECE via email or telephone – 1 (866) 961-8558 ext. 333.
